In 2019, the executive meeting of The State Council planned to promote the renovation of old urban residential areas. According to the preliminary survey of local areas, there are about 170,000 old urban communities in need of renovation nationwide, involving more than 100 million residents. The meeting determined that, first, we should promptly clarify the criteria and scope of the transformation, and carry out pilot exploration in the near future to accumulate experience for further comprehensive progress. Second, we should strengthen government guidance, consolidate local responsibilities, strengthen overall planning and coordination, give full play to the principal role of communities, respect the will of residents, and mobilize the people to participate; Third, we should innovate the investment and financing mechanism and attract the participation of the society through marketization. Fourth, on the basis of community transformation, we should guide the development of community services such as old-age care, child care, medical treatment, meal assistance and cleaning. Promote the establishment of community follow-up long-term management mechanism.
